Reducing Shortages: Practical Tips for Licensed Merchandise Amazon Vendors

If you're a licensed toy or game Vendor on Amazon, you already know the stakes are high. You're juggling seasonal surges, forecast unpredictability, and consumer demand that shifts with the latest trending character or film release. When stock runs short or orders get partially fulfilled, you're not just risking a chargeback, you’re risking shelf space, reputation, and long-term profitability.

Your strategy to reduce shortages requires proactive vendor operations. We’ve outlined practical steps that licensed merchandise vendors can take to reduce shortages and stay on the right side of Amazon’s ever-tightening supply chain rules. Let's look at the detailed view on each of these sub types.

Why Do Shortages Happen?

Shortages on Amazon Vendor Central often stem from preventable misalignments between what Amazon orders and what vendors ship. Common causes include:

Manual receipt process at Amazon

Labelling Defects

Packing inaccuracy

Catalogue Defects (case pack vs single)

Carrier Loss, Overlabelling or Damage

For vendors managing hundreds or even thousands of SKUs tied to fast-moving licences, these problems compound quickly.

If this sounds familiar, you’re not alone. We explored some of these mixed carton and SKU-level challenges in Managing Mixed Cartons: How Toy & Game Vendors Can Avoid Amazon Chargebacks and Inventory Management Strategies for Toy Vendors. But let’s dig deeper into shortage-specific issues.

1. Start with Data: Monitor Shortage Patterns

Before you can fix a shortage problem, you need to know where and why it’s happening. Begin by analysing:

What is the total magnitude of shortages for the last 12 months?

Are there specific ASINs triggering shortages most frequently?

Are shortages happening during specific periods or year round??

Are there patterns in DC location or carrier e.g. small parcel vs pallet?

Use Amazon’s Vendor Central reports to track trends over time. If you're seeing consistent issues across the same SKUs, it’s likely a structural, not seasonal, problem.

2. Streamline Your Confirmations and ASN Process

Confirming orders quickly and accurately is essential to reducing the risk of shortages. A late confirmation or worse, a confirmation that doesn’t match what you can actually ship can create a domino effect across the supply chain.

Consider:

Automating PO confirmation and shipment creation as much as possible.

Utilise EDI Order confirmation, ASN and invoice to ensure that what is accepted, shipped and billed are totally aligned.

Set up your Warehouse team with License Plate Receive compliant labels for correct dispatches.

Implementing exception alerts for partial fulfilments or shorted lines.

Using your ERP or EDI tools to validate shipment data before sending ASNs

Begin the pick-pack-ship process as soon as possible to check for shortages; use barcode scanning where possible to validate accurate picks.

The fewer manual interventions, the better. KhooCommerce can help automate these touchpoints, saving time while improving accuracy.

3. Clean Up Your Internal PO and SKU Mapping

One of the most common culprits behind shortages is mismatched PO and Catalogue data. If Amazon’s PO requests don’t align with how your ERP recognises pack sizes, units of measure, or configuration codes, you’ll end up with fulfilment mismatches.

Ensure:

Your ERP or inventory system matches the SKU structure Amazon uses

Case packs and singles are correctly being shipped and labelled correctly.

Mixed cartons are labelled with

Case packs and inner packs are correctly labelled and accounted for

The goal is to create what we call “data harmony” between systems. We dive deeper into these principles in the Ultimate Amazon Vendor Guide, particularly in the sections on case configuration and shipment validation.

4. Revisit Your Safety Stock Strategy

Holding too much stock eats margin. Holding too little costs orders. For licensed merchandise, where demand can spike without much warning, dynamic stock planning is essential.

Start by:

Segmenting SKUs by seasonality and velocity

Creating tiered safety stock levels based on Amazon’s forecast accuracy (or inaccuracy)

Building in supplier lead times for made-to-order or low-volume lines

If you’re still managing this on spreadsheets or guesswork, it might be time to look at smarter demand planning tools or at least integrating more structured forecasting into your operations.

5. Collaborate With Amazon, Proactively

Finally, don't wait for shortages to stack up before taking action. Reach out to Amazon Vendor Managers or Support when you spot repeat shortage issues on specific SKUs or DCs.

Provide:

Data showing historical fulfilment accuracy

Evidence of systematic issues (e.g. misrouted POs, forecast inconsistencies)

Proposed solutions or changes to your catalogue setup

The more data-led and proactive you are, the more likely you are to get traction and protect your vendor scorecard.

Next Steps: Turn Insight into Action

Smarter decisions start with early action: aligning your systems, cleaning up SKU data, and improving stock visibility across your team and partners.

New: Amazon Vendor In Full Delivery Chargebacks

Amazon Vendor are introducing a new chargeback type "In Full Delivery". This is a new chargeback type that mostly replaces the previous "PO on Time Accuracy" Chargeback.

In Full Delivery comprises of three subtypes:

Not Filled

Down Confimed

PO Overage.

The previous "Not on Time" Chargeback is now turned into it's own separate charge type.

Let's look at the detailed view on each of these sub types.

None. Requires 100% compliance, within five business days from the start of the hand-off window for quantity adjustments.

How to prevent this chargeback

1. Ship the exact quantity confirmed in your purchase order. Confirm units before you send the ASN.

2. Ensure the PO confirmation, ASN and Invoice all match and are aligned.

1. Confirm the units you are sending and ensure that you do not fulfil more than what was ordered.

2. Ensure catalogue up to date to prevent accidental misalignment of order item quantities.

1. Ensure that any reductions to the PO are submitted within 5 days of the ship window starting. Eg if the window is Monday to Sunday you have until Friday midnight to ensure changes are made.

2. Leverage EDI 855 in combination with your ASN 856 DESADV message to ensure that any cancellations at the dispatch stage are accurately reflected inside Amazon.

Detailed Charge Breakdown

In Full Delivery Covers:

1) Not Filled - 5% COGS charge will be waived if trailing rate is above 95% for previous 12 weeks rolling.

2) Down Confirmed - 3% COGS charged for any cancellations made after 5 days into ship window starting. Eg if your ship window is Monday-Sunday, any changes after Friday Midnight will incur charges.

3) PO Overage (newly added) = 100% COGS shipped for extra units invoiced that were not ordered or confirmed. In other words you are giving Amazon your stock.

To Dispute Charges - Use EDI Logs as Evidence

Disputing these charges requires the EDI messages for PO, POA, ASN and Invoice that you transacted with Amazon and when. These provide a digital audit trail of the units that were ordered, accepted, shipped and invoiced and timestamped appropriately. Your EDI provider will be able to signpost you to how you can source these from your system.

See also: What is EDI?

Amazon will check for chargebacks either at the Invoice due date, or the ship window end date +120 days, whichever is soonest.

Best Practices:

Stick to the original PO and never ship more than the original purchase order quantity.

Review and confirm purchase orders within 24 hours to prevent Auto-rejection.

Only confirm quantities you can actually ship, and ensure that any adjustments are made within 5 days of the ship window starting.

Maintain accurate inventory levels - this will help your PO acceptance accuracy as well as Amazon ordering (if you use a COSTINV feed to send this into Amazon)

Submit ASNs promptly, and ensure that the corresponding invoices align with what was shipped, not just what was ordered.

Keep documentation of all purchase order confirmations and changes. (NB the transmission logs inside VC only persist 90 days, so keep your own records here).

Not on Time Charges are unchanged but separate.

The Not on Time chargeback is unchanged in it's logic but is now separate as a standalone chargeback type. It is charged as 3% COGS if the Trailing 4-week rate was below 90% on time for the units below this threshold. To Avoid this, the Carrier requested Delivery date (PrePaid) or Freight Ready Date (Collect) must be within the shipping window.

(See our recent guide on Carrier Requested Date vs Freight Ready date here)

See our recent guide on Carrier Requested Date here.

Mastering Catalogue Complexity: Efficient SKU Management for Fashion and Textiles Vendors

For fashion, textile, and apparel vendors selling through Amazon Vendor Central, managing catalogue complexity is more than just a logistical hurdle, it's a defining challenge. With expansive product ranges, frequent seasonal updates, multiple size and colour variations, and strict labelling requirements, keeping on top of orders with many variations can quickly become overwhelming. And when things go wrong, the impact can be felt across your operations, from delayed shipments and stockouts to lost revenue and frustrated partners.

The Hidden Cost of Complexity

You already know how challenging catalogue complexity can be. You’re likely managing hundreds, if not thousands of SKUs across ever-changing seasonal lines, juggling variations in size, colour, fabric, and fit. It's not just about volume, it's about precision, consistency, and the pressure to meet Amazon’s strict standards without compromising your own workflows.

For one UK homeware brand, the turning point came when their internal systems could no longer keep pace. They were losing 30 hours a week just processing orders and prepping shipments manually, time that could have been spent on higher-value tasks. Manual handling of mixed SKU cartons, switching between platforms for labels, and trying to track pricing discrepancies were slowing everything down and stretching their team to the limit.

SKU Variation Chaos: The Apparel Dilemma

If you're selling apparel on Amazon Vendor Central, you’re already familiar with the balancing act: each product line has its own web of variations, size, colour, material, and every one of those requires a separate SKU, each with its own pricing, inventory level, and packaging needs. The stakes are high, and the margin for error is slim.

The real challenge isn’t just managing these SKUs, it’s managing them in a way that scales. Keeping your inventory accurate, your pricing aligned with Amazon's requirements, and your shipment preparation efficient takes more than spreadsheets and workarounds. When you’re dealing with rapid-fire orders and shifting stock levels, your systems need to be as agile as your team.

This is where even experienced teams can hit bottlenecks. We've seen vendors with strong operational foundations still struggle when it comes to syncing systems in real-time or handling Amazon’s strict carton labelling protocols. The complexity is baked into the model, but how you manage it makes all the difference.

Lessons from the Front Line

Companies who have tackled this head-on often start by identifying their operational bottlenecks. One leading UK homeware distributor found that shipment creation, especially for mixed SKU cartons, was a major pain point. They implemented automation tools that integrated with their internal ERP and Amazon Vendor systems, allowing them to reduce manual processing time by 30 hours per week.

Their biggest breakthrough? A carton configuration wizard that helped the warehouse team quickly generate compliant labels and pack products using predefined "inners" and "outers." Instead of manually entering details for each SKU, the system enabled rapid, one-click label generation at the point of packing. As a result, they improved speed, accuracy, and team satisfaction.

Similarly, Clarisworld, a fashion accessories vendor, overcame operational chaos by addressing issues like inventory mismanagement and manual invoicing. After streamlining their workflows, they saved more than 8 hours per week, reduced invoicing errors, and positioned themselves to scale confidently.

Barcode Scanning -> Packing

Making ASNs for Amazon Vendor can be a particular pain point for textile and fashion vendors. Paper-based picking can be slow, double data entry, prone to error, and opens up the risk of late shipments and shortage claims.

Introducing barcode scanning can dramatically increase accuracy, efficiency and speed when creating ASNs. KhooCommerce as a platform helps your users scan items, assign them to specific cartons, print the labels, and send the ASN in one clean process. With many variations, having an easy-to-use barcode mode is essential for mixed cartons being shipped to Amazon.

Four Practical Tips for Better SKU Management

Even small improvements can lead to big gains. Here are four actionable steps your business can take:

Audit and Standardise Your Catalogue
Create a clear taxonomy and naming convention for products and variations. This consistency allows for easier automation and reduces human error. Avoid naming SKUs starting with numbers, to make it easier to manage in spreadsheet form.

Define Clear Packing Rules
Determine how each product should be packed in "inners" and "outers." This step not only improves packing efficiency but also ensures compliance with Amazon's labelling and shipping requirements. You can update Amazon’s package hierarchy to encourage them to order in multiples that suit you.

Integrate Systems with EDI
Manual entry across disconnected systems is time-consuming and error-prone. Look for ways to connect your ERP, warehouse software, and Amazon Vendor platform to create a seamless data transmission. If you have one, discuss the process with your 3PL to check their workflow.

Focus Automation on High-Burden Tasks
Tasks like invoicing, order processing, and label generation often take up the most time. Automating these areas first can deliver fast, noticeable results.

Complexity Doesn’t Have to Mean Chaos

As your catalogue grows, SKU complexity is inevitable, but inefficiency doesn’t have to be. By identifying bottlenecks, defining smart rules, and embracing automation where it counts, you can transform SKU management from a time sink into a streamlined operation.

The businesses succeeding in this space aren't necessarily those with the biggest teams or budgets, they're the ones who take a thoughtful, structured approach to managing their catalogue complexity.

Take it step-by-step. Start with what eats up the most time. And remember, you’re not alone in this.

Small SKUs, Big Problems: Inventory Management Strategies for Toy Vendors

For toy and game Amazon Vendors, managing a vast range of small SKUs can quickly become overwhelming. Even seemingly minor inventory mistakes such as miscounts or misplacements can snowball into significant operational headaches, costly chargebacks, and lost sales opportunities.

The Unique Challenge of Small SKUs

Managing toys, games, and licensed merchandise often means juggling hundreds or even thousands of small-sized SKUs. The compact nature and variety of these items exacerbate inventory tracking complexities, making accurate stock and order management a persistent challenge.

Typical problems include:

Time-Intensive Manual Processes: Without streamlined solutions, your team spends excessive hours processing orders, reconciling inventory, delaying dispatches and reducing stock availability. diverting attention from growth-focused activities.

Difficulty packing mixed cartons: Small SKUs are typically packed into mixed SKU cartons, but these can be easily miscounted, leading to discrepancies between your shipments and Amazon’s receipts. Increased Chargebacks and Shortages: Frequent inaccuracies result in shortages flagged by Amazon, directly translating to costly deductions and chargebacks. If mixed cartons are part of your workflow, these issues can multiply. Check out our recent article on Managing Mixed Cartons.

Missed Price Discrepancies: You expect Amazon to pay \$10, but they only pay \$9. With thousands of SKUs, these small differences can slip through and quietly erode your margins.

Why Accurate Order Management Matters

Order Management is a critical part of processing Amazon Vendor Orders, but this can take hours or even days when dealing with Toys and Games orders. Order management typically involves checking the stock levels, item pricing, minimum order quantities, as well as dispatch value, to ensure that orders should be released. Sometimes it also can involve checking profitability as well as the value of goods shipping to a particular Amazon Fulfilment Centre.

With order management, it's about achieving both speed and accuracy. Too slow and you risk having late shipments and PO on Time Accuracy chargebacks. Too fast and you risk rejecting items you could have shipped, or accepting something that had an unfavourable margin. Ensuring you have systems and processes in place to manage both situations is crucial to any Toys and Games vendor.

To help your business stay ahead, consider these detailed inventory strategies:

Automated stock syncing: Make sure that your Amazon Vendor POs are quickly and easily synchronised with your stock and pricing for each item with a robust EDI connection.

Rapid Order Management: Use bulk actions to process all the days orders in just a few minutes. Ensure that the checks incorporate minimum order quantities, desired prices, and any other internal allocation checks.

Automated Invoicing: With many dispatches each week, ensuring a tight link between the ASN and the invoice is critical for ensuring that the goods that are shipped are also billed.
